Project “Path to the EU: Strengthening the Capacity of Communities in Sumy Region”

The project aims to strengthen the capacity of local self-government bodies (LSGBs) and residents of the Nedryhailivska, Andriyashivska, Chupakhivska, and Lebedynska communities in the Sumy region in the context of European integration, while also enhancing their resilience to the challenges associated with EU accession and post-war recovery.

Про проєкт

Context. The full-scale war has severely strained local communities, while European integration requires them to adopt new approaches: greater transparency, citizen engagement, strategic vision, and the ability to use EU financial instruments. For many communities, the lack of experience, mentoring, donor’s support mentoring, donors and knowledge makes the implementation of EU standards difficult.

This project is intended to address this by helping communities prepare for the challenges of integration, not just in words but in practice.

Beneficiaries. Direct and indirect beneficiaries include local self-government representatives, deputies, entrepreneurs, young people, activists, civil society organizations, and local media in the Nedryhailivska, Andriyashivska, Chupakhivska, and Lebedynska communities. In the long term, all residents of these communities are expected to benefit from improved public services, stronger local democracy, and enhanced economic opportunities.

Approach and Activities. The project combines training, dialogue, and hands-on work. Together with local authorities, entrepreneurs, youth, and activists, we will foster a new culture of development — one in which every voice and opinion matters.

Key activities include:

  • Organizing seminars and open dialogues to discuss the challenges and opportunities of European integration.
  • Establishing working groups in each community to update local development strategies.
  • Engaging residents in identifying priorities for the future of their communities.
  • Preparing realistic, EU-aligned documents: analytical reports and four updated community development strategies.
  • Hosting a concluding inter-community seminar to share results, experiences, and best practices.

Expected Results

The project’s outcomes will be included in the strategic development plans of the partner communities. The approaches and methods developed will remain with the communities, while participants will share the knowledge they gain through educational and informational activities.

By building ongoing dialogue between local authorities and residents, as well as among communities, the project will ensure its results last and can be expanded as a practical example of how European approaches can work in everyday life in Ukrainian towns and villages.

The project “Path to the EU: Strengthening the Capacity of Communities in Sumy Region” is implemented by NGO NOVA Energiya with the support of the European Union and the International Renaissance Foundation as part of the joint initiative “Together to the EU.”
