Project: “Transparent Governance and Control over Funds Received from Hydrocarbon Extraction at the Local Level”
Project Goal:
To apply best democratic practices to refine existing community passports, develop, and pilot the implementation of strategic socio-economic development plans for selected territorial communities (specifically, communities in Shyshaky District of Poltava Oblast and Natalynska/Kolomatska ATCs in Kharkiv Oblast), where hydrocarbon extraction takes place, taking into account additional revenues to local budgets in the form of a percentage of rent payments for subsoil use for oil, natural gas, and gas condensate extraction.

Project “Transparent Governance and Control over Funds Received from Hydrocarbon Extraction at the Local Level” is implemented with the financial support of the International Renaissance Foundation.
The project is dedicated to improving the transparency of management and control over funds received from hydrocarbon extraction at the local level. The goal of the project is to introduce effective democratic practices for the public and efficient management of financial flows locally through the implementation of pilot projects focused on developing community passports, strategic development plans for extractive regions, and building the capacities of local activists to analyze and monitor revenues and expenditures of local budgets.
Project tasks:
— Presentation and promotion of participatory democracy tools, including provisions on Local Initiatives, participatory budgeting, procedures for conducting public hearings, disseminating information about the budget process within communities, explaining the procedure for the flow of funds from taxes paid by oil and gas companies to the relevant budgets, and reflecting their specifics in community passports.
— Implementation of participatory democracy tools and public financial reporting in pilot communities, ensuring the development of amendments to community passports and strategic plans that consider significant increases in budget revenues and direct those funds toward long-term development.
— Engaging extractive companies in the region in dialogue and participation in the development of development plans for extractive communities, taking into account the receipt of a portion of rent payments for subsoil use for the extraction of oil, natural gas, and gas condensate to local budgets. Sharing the experience of pilot communities among other administrative units in Kharkiv, Poltava, and Sumy oblasts.
Target audience: Initiative groups, civil society organizations, and representatives of local self-government bodies (settlement, village councils, and amalgamated territorial communities) of communities where hydrocarbon extraction is conducted.
