Project: “Strengthening the Capacity of the Coalition of Nonprofit Sector Leaders Among Internally Displaced Persons (IDPs) from Zaporizhzhia and Kharkiv Regions for Implementing Medical Reform”

Project Goal:
To develop a regional coalition of NGOs of internally displaced persons (IDPs) working toward medical reform in Zaporizhzhia and Kharkiv regions, aiming to sustainably build the capacity of NGO leaders from the IDP communities in these regions to strengthen their influence on local authorities for improving medical services and advancing health care reform.

Project Tasks:

  • Strengthening the capacity and networking of IDP leaders and NGO leaders from Zaporizhzhia and Kharkiv regions to improve medical services, protect the rights of IDPs in healthcare, and influence local policy;

  • Sustainable development of NGOs, volunteer, and initiative groups established by IDPs in Zaporizhzhia and Kharkiv regions, enhancing their democratic influence on protecting IDP rights and implementing medical reform in communities;

  • Informing residents of communities with compact IDP settlements about their opportunities for democratic influence on local politics and their role in defending their rights.


Project outcomes, with support from experts of NGO “NOVA Enerhiya”:

Short-term results:

  • Strengthening the capacity of 60 NGO and IDP leaders from Zaporizhzhia and Kharkiv regions through a camp and one-day trainings and strategy sessions, focusing on improving medical services, project activities, democratic influence on local social processes, and local financial mechanisms (participatory budgeting, community budgets, initiating “medical” projects, etc.);

  • Providing NGO IDP leaders with tools and indicators to monitor violations of rights in healthcare;

  • Developing 12 mini-projects related to medical and/or medical-rehabilitation services in small groups during the camp and trainings (one of these projects in Zaporizhzhia region has already received funding from UNDP);

  • Creating a regional coalition to protect rights among NGOs from Zaporizhzhia and Kharkiv regions (final formalization planned in January);

  • Engaging internally displaced persons in civil activism to accelerate their mobilization.

Long-term results:

  • Better adaptation and integration of IDPs into communities;

  • Promoting better protection of IDP rights in communities in social protection and healthcare;

  • Developing a palliative care development program for Melitopol district, submitting it for approval to the Melitopol City Council, and securing appropriate funding;

  • Developing comprehensive health care development programs;

  • Advocating for the participatory budgeting mechanism in Zaporizhzhia and Kharkiv regions;

  • Advocating the inclusion of care for the seriously ill in the list of public works;

  • Advocating the social contracting mechanism in Zaporizhzhia and Kharkiv regions;

  • Advocating (promoting) the rights of seriously ill citizens among IDPs and local residents to fair, adequate, proper, and necessary medical, psychosocial, and other services;

  • Civic education for IDPs to accelerate their mobilization, activation, and more active civic engagement;

  • Establishing and legally formalizing a coalition of NGOs working to protect rights.
