NGO “New Energy” invites data analysts, developers, open data professionals, government officials, and civil society representatives to participate in the online event “BRIDGING BORDERS, BUILDING TRANSPARENCY: A Cross-Country (UA-PH) Dialogue on EITI and Natural Resource Governance”, which will take place on May 23, 2025, from 09:00 to 12:00 (Kyiv time).

The Republic of the Philippines is one of the most advanced countries among EITI members in implementing transparency standards at both national and local levels. Its experience demonstrates how the establishment of a strong multi-stakeholder group, institutional support, and an effective national secretariat can enable systematic disclosure levels reaching 90%.

Ukraine, in turn, is actively developing its digital infrastructure through the EITI Portal. Today, this platform is one of the few tools that combines GovTech and CivicTech components in the field of natural resource governance.

This event aims to provide an open and professional dialogue space between the EITI teams of both countries, data analysts, developers, government officials, and civil society actors.

Topics for discussion include:

  • The institutionalization of EITI in Ukraine and  Philippines;
  • The development of digital platforms for automated data collection and disclosure in extractive industries;
  • Data structuring for public use and identifying the key audiences for EITI data;
  • How EITI data influences decision-making processes at the local level.

These aspects are particularly relevant to experts involved in designing, implementing, or auditing public reporting systems.

The event is held as part of the Open Government Week and is organized by NGO “New Energy” in partnership with representatives of EITI Philippines, within the framework of the project “Strengthening the implementation of EITI Portal to ensure transparency of recovery of the extractive sector and energy transition in Ukraine (EITI4RESETUA)”, which is supported by the project “Good Governance through GovTech and Transparency” (GovTech), implemented by the federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Government.

Transparency, Digital Solutions, and New Opportunities: NGO “NOVA Energiya” at Rebuild Ukraine 2025 Forum

The team of NOVA Energiya, a Ukrainian NGO, took part in the online forum Rebuild Ukraine 2025: International Support and New Opportunities for Business, organized by the International Chamber of Commerce (ICC Ukraine). The organization was represented by Marina Buzan-Svirska, project manager and coordinator of the EITI Data Portal.

The forum served as a key platform for discussing Ukraine’s recovery strategies. It brought together representatives from business, international organizations, and financial institutions. In total, more than 180 companies from 26 countries joined the event, highlighting global interest in Ukraine’s reconstruction.

For more than 15 years, Ukraine has been actively working to enhance transparency and accountability in key economic sectors. One such initiative is the Open Data Portal for the Extractive Industries (EITI Portal) — a tool designed to reduce corruption risks and improve public access to critical data.

During her presentation, Marina Buzan-Svirska shared NOVA Energiya’s experience using the DREAM and Prozorro digital platforms — tools that cover the full cycle of recovery projects, from planning and budgeting to procurement and implementation.

“The recovery project lifecycle begins in DREAM and continues in Prozorro for procurement. It’s a transparent and clear process: if a company meets the technical criteria, follows the procedure, and offers the lowest price — they win the contract. This creates real opportunities for attracting international funding and enabling foreign businesses to engage in Ukraine’s recovery,” explained Marina Buzan-Svirska.

NOVA Energiya cooperates with ICC Ukraine under a signed Memorandum of Understanding, which has laid the foundation for systematic communication, coordination of joint initiatives, and the development of effective recovery strategies.

During the forum, ICC Ukraine also presented the Rebuild Ukraine platform — a tool for coordinating investment programs. It will help international companies monitor recovery projects and make informed decisions about participating in them.

NOVA Energiya shared practical insights on how to use these digital tools to strengthen transparency and efficiency in reconstruction. We hope these examples will inspire other stakeholders to join Ukraine’s recovery — openly, effectively, and in partnership.
